As part of our transition from an alternative Liberland administration toward a standalone sovereign digital ecosystem, the new administration (liberland.io) has established a formal framework to honor the contributions of long-standing citizens.
While (our) Congress has passed motions to rename both our primary token and the overall community fork to transcend our historical roots, we currently refer to our contribution token as Merits as we interface with the legacy administration (liberland.org).
To preserve the foundational equity of established contributors, Congress has officially passed a multi-part regulatory framework enabling Merit Mirroring from the legacy pool. Below is a comprehensive guide to how your legacy Politi-Pooled Merits translate to the new ecosystem (legacy Merits mirror to Rooted Merits).
The Core Mirroring Principles
Politi-Pooled Status
Only merits that are currently politi-pooled (staked) within the legacy administration are eligible for mirroring. The system does not look at the historical "highest ever held" balance, as users frequently unstake assets over time. Only your live, committed political stake is recognized.
Labeling Liberland Contributors
To maintain open community standards, the Congress decided to distinguish participants who obtain their title in our project through mirroring Merits from the legacy Liberland administration. Based on these decisions, all legacy contributors shall be recognized in a sense of "veterans".
Unawarded Contributions
The Congress will also consider Merit requests that were deserved for contriubtions in the legacy administration but were never granted.
Two Paths to Mirroring: Fast-Track vs. Congressional Review
To prevent bureaucratic gridlock, the protocol splits applicants into two distinct pipelines based on how their legacy merits were earned and the size of the allocation.
The Fast-Track Pipeline
For most standard citizens who achieved their status via straightforward financial support, an automatic system is available:
- Eligibility Limit: Up to 10,500 Merits.
- Condition: The merits must have been obtained in the legacy administration purely via cash donations.
- Execution: These requests bypass Congressional voting and are granted automatically by a Congress Clerk or Chancellor.
The Congressional Review Pipeline
For larger allocations or non-monetary contributions, a case-by-case review is mandatory:
- Eligibility: Any request exceeding 10,500 Merits or any merits earned through non-cash donations (such as service, development, or historical building milestones).
- Condition: Applicants must provide adequate proofs or a detailed justification of the specific legacy contributions.
- Execution: Requires a formal Congress matter vote. The Congress retains absolute discretion to reject extreme requests or approve only partial amounts based on the verification provided.
Cut-Off Date to Prevent Arbitrage
To maintain economic stability, Congress successfully passed a strict anti-arbitrage rule (Part 4).
- Deadline: Only legacy merits granted in the old administration before June 20, 2026 are eligible for mirroring.
This mechanism neutralizes any financial incentives for newcomers to buy legacy merits cheap and immediately mirror them over to double-dip on titles across both administrations for a single price.

Congress Attendance and Active Governance Rewards
In tandem with the mirroring structural updates, Congress has enacted a new incentive structure to foster active engagement in our digital democracy. Because our new administration holds open-to-the-community congress conferences, rewards are extended past officials to the active populace. These rewards are granted by a congress clerk or the Chancellor based on sufficient evidence.
- Congressmen: Reward for fulfilling weekly duties (Voting + Congress conference attendance) - 100 Rooted Merits / week
- E-Residents & Higher Titles: Reward for participating and attending open Congress meetings - 20 Rooted Merits / session
