Why Liberterra sees its community and governing systems as the core of the country, even before a settled territory exists.

Liberterra begins with Liberterra community members themselves. In this view, the community and the nation are what make the country in the first place, not territory alone. A functioning jurisdiction can exist as a lived civic system even while the search for a permanent territorial home is still underway.

For that community, the Liberterra government develops policies, systems, and services intended to support peaceful co-living, voluntary adoption, and community growth. It also builds incentives and administrative structures meant to help the community expand responsibly over time.

This jurisdiction is available for people to adopt, but Liberterra community members do not yet have a place where they can live entirely according to Liberterra's principles and rely only on Liberterra's jurisdiction in everyday life. Work toward such a place is still ongoing.
